Speaker of Bauchi State House of Assembly (BAHA) Right Honorable Abubakar Y. Sulaiman has reiterated the resolve of the State Legislators to deepeen their oversight functions with a view to ensuring quality implementation of appropriated projects, programs and activities of Government.
The Speaker made the pledge in his closing remarks at the just concluded Bauchi State 2023 Budget Performance Review Workshop for BAHA members organized by USAID funded State Accountability, Transparency, and Effectiveness (State2State) Activity, held between 29th to 30th April, 2024 at R & K Hotel, Kano.
Rt.Hon. Sulaiman said that has been an eye opener for the participants with regard to how funds appropriated in the Bauchi 2023 budget was spent in the critical sectors of Health, Education and Water, Sanitation and Hygiene (WASH).
The Speaker, who personally scored the workshop at 80 percent in terms of contents, facilitation and participation, assured that the knowledge gained will be useful in their determined effort to ensure that bauchi state resources are effectively and efficiently utilized.
“Distinguished participants, I am sure you will all agree with me that we had a robust, articulated and rich sessions, where experienced presenters made various presentations that virtually centered around 2023 Budget performance in the key areas of Health, Education and WASH.
“It is also heartwarming to note that participants also made significant contributions to the session. For me, it is more of an interactive workshop, where both presenters and participants interfaced and contributed significantly”, said the Speaker.
Speaker Sulaiman also noted that during the high engagement their attention, as legislators. have been drawn to some concerns that needed their attention , assuring that they will all they can within their power to that such concerns are addressed.
While urging the Legislators to use the knowledge acquired for enhanced oversight functions, Rt Hon Sulaiman also showers encomiums to Governor Bala Abdulkadir Mohammed for creating the enabling environment and support to all donor interventions in the State.
The speaker then expressed appreciation of the State Legislators to USAID State2State Bauchi field office for their unrelenting support to the Bauchi State House of Assembly in particular and the state in general.
The speaker concluded his remarks saying, “Let me use this opportunity to once again reiterate my call to Hon Members of the Bauchi State House of Assembly, to continue your overnight function with a view to checking the activities of the Executive arm of government.
“To the Honourable Commissioners and other Heads of Departments and Agencies, I urge you not to see our oversight as witch-hunting, rather, I want you to see it as the exercise of our constitutional responsibility to, if any, right the wrongs with a view to making the system works better and stronger”,.
High point of the speaker’s address was the announcement made by him to recommend accelerated promotion for five (5) staff of the state ministry of budget and office of the accountant general for their timely and consistently preparing the state budgets performance report on quarterly and yearly basis.
