Social Protection Policy: Bauchi State Commences Review, Validation of Implementation Plan

Bauchi State Government through the State Ministry of Budget, Economic Planning and Multilateral Coordination, with support from United Nations Children Fund (UNICEF) has commenced the review and validation of it’s Social Protection Policy (SPP) Implementation Plan.

The State is also developing the monitoring, evaluation and learning (MEAL) framework to keep abreast on the level of implementation


The review, validation and development of these documents is currently taking place at Sharna Place in Jos, the Plateau State Capital.

Addressing the high level participants, drawn from the State relevant MDAs, CSOs and other none state actors at the commencement of the workshop on Wednesday 15th November, 2023, Bauchi State Commissioner for Budget, Economic Planning and Multilateral Coordination, Aminu Hammayo, represented by the permanent secretary of the ministry, Alhaji Saleh Idris Giade, said the workshop is designed to review and validate a document that would guide in the implementation of the State Social Protection Policy (SPP).

He said the Bauchi State Government, under the leadership of Governor Bala Mohammed is fully committed towards implementation of the SPP and then urged the participants to put in their best and come up with sound documents which according to him, would pave the way for effective implementation of the Social Protection Policy (SPP).

Earlier in a welcome address and speaking in his capacity as the permanent secretary of the ministry , Saleh Idris Giade said the key objective of the workshop was to work with the technical working group (TWG) to review and validate the compendium of State MDA’s matrix for Bauchi State SPP implementation plan.

While pointing out the importance of the workshop as it affects social protection of the most vulnerable target groups in the state, the permanent secretary also commended UNICEF for supporting the SPP processes to date.

Also speaking, the SPP state focal person, Mallam Lawal Bako said that the four days workshop would also seek to review the key performance indicators for tracking progress in relation to Bauchi State SPP.

Mallam Bako also commended the active participation of civil society organizations and other none state actors in the articulation of the SPP and now further supporting the implementation plan.

In a goodwill message, social policy specialist of UNICEF field office Bauchi, Mr. Yusuf Auta commended the State Government for its determination to see the full implementation of the SPP in the State.

He said UNICEF is happy with the partnership that is aimed at improving lives of vulnerable groups, stressing that there can’t development when a large chunk of of citizens are not carried along and made to have a sense of belonging in Governance.

Auta said, when implemented the policy will provide social protection to vulnerable target groups especially children and provide the enabling environment for them to develop and reach their full potentials in life.

He the SPP is document that was designed by State actors and it is tailored to monitor poverty level amongst people and that such information can be used by Government and other non-state actors to make informed decisions on efforts to reverse such trends.

Auta concluded that the SPP document and the implementation plan is an avenue to make society grow and that it is inline with SDGs goals of carrying everyone along in government policies and programs.

Our correspondent reports that day one of the workshop saw participants , in group of fives, going through each pillar in the compendium of State MDAs matrix for the SPP implementation plan with a view to incorporating their inputs for validation.
