Bauchi State Prepares for Implementation of HCD Phase 2 Program

Bauchi State Government is set to commence the implementation of Human Capital Development (HCD) Phase 2 Program.

In that regard, the State Government has organised a Two Days sensitisation meeting with the State Technical Working Group (TWG) and some key stakeholders from the 20 Local Government Areas (LGAs) of the State.

In an opening remarks shortly before the commencement of engagement held in Bauchi on Friday 2nd and Saturday 3rd May  2025, HCD II State Focal Person, Alhaji Yahuza Adamu Haruna said  the HCD  Program was a response to the 2018 Human Capital Indices (HCI) that made the Federal Government l took a critical decision to improve the policy focus on Human Capital Development, which led to the launch of the National Human Capital Development  (HCD) Programme.


Yahuza Adamu, who also doubles as the Chief Economic Adviser to the Bauchi State Governor Senator Bala Mohammed, said that the National HCD Program seeks to address poverty, foster sustainable  economic  growth and improve Nigeria’s Human Capital Indices.

The Focal Person said that, the National HCD Program has, as its vision- “Healthy, Educated and Productive Nigerians by the Year 2030”  opens up the possibility of ensuring cohesion to key initiatives across healthcare, education and skills development that contribute to making a productive individual.

While giving an overview of the HCD II Program, the State Chief Economic Adviser pointed out that,  “the overreaching target of the phase 2 HCD program is to achieve a human capital index  top 80 country ranking and an index of 0.6, reflecting significant advancements in the identified thematic areas which are health, nutrition, education, labour force readiness and inclusion”.


In a closing remarks at the end of the sensitisation workshop, tbe State Council Secretary of the HCD II Program in Bauchi State, Mallam Jibrin Muhammad Yusuf expressed his optimism on the capacity of the members of the State TWG and other key stakeholders in implementing the HCD II Program in Bauchi State.

Yusuf, who is also the Permanent Secretary in the Bauchi State Ministry of Budget, Economic Planing and Multilateral Coordination expressed his gratitude to the HCD II State Focal Person for painstakingly taking time to give a detailed overview of the Program and what is expected of the State TWG and the other key stakeholders towards achieving the desired goals.


He commended the participants for participating actively and also urged them to cascade the lessons learnt during the activity to their respective MDAs and Local Government Departments.
